this depends on the resolution and data rate, but the Pi 3B will probably be too weak for this. You would need a Pi 4 to be able to watch Full HD or 4k videos with h.265 smoothly.
Edit: I’m sorry, I overlooked the resolution specs in the title. But the point remains – in principle, the Pi 3 can decode the files, but it will probably be brought to its knees by them.
